Main Aim:
To enhance the integration of refugee communities into vocational education and employment by building the capacity of TVET institutions, developing inclusive curricula, and providing accessible training programs tailored to the specific needs of refugees in East Africa.
Objectives:
- Assess Needs & Gaps: Conduct research to identify the skills gaps and educational needs of refugees in Uganda and neighboring regions.
- Enhance TVET Capacity: Strengthen the capacity of TVET institutions by equipping educators with inclusive teaching methodologies and digital tools.
- Develop Inclusive Curricula: Create culturally sensitive TVET curricula and assessment tools aligned with refugee learners' backgrounds.
- Facilitate Training & Job Access: Provide hands-on vocational training programs and support pathways for formal recognition of prior learning.
- Increase Digital Access: Establish an online training platform to provide digital resources, self-paced learning, and knowledge-sharing opportunities.
- Improve Policy & Outreach: Engage with policymakers and stakeholders to integrate inclusive education policies into national frameworks.
- Ensure Long-Term Sustainability: Develop a sustainability plan to ensure the continuation and expansion of the program beyond the project’s duration.
Key Activities:
Project Management and Coordination | 2024–2027
The project is implemented through structured coordination and management activities, including regular transnational meetings, reporting, and quality assurance processes. Partners collaborate to ensure effective communication, smooth implementation, and alignment across all work packages.
Needs Assessment and Gap Analysis | 2025
A comprehensive research phase is carried out to identify the needs, challenges, and barriers faced by refugees and host communities in accessing vocational education. This includes questionnaires, focus groups, and field-based research, as well as study visits in Uganda to collect best practices and develop evidence-based recommendations.
Co-Creating Inclusive Education Roadmaps for Refugees in Uganda | June 2025
The 3-Day Workshop on Co-Creating Inclusive Education Roadmaps for Refugees in Uganda, held from 17–19 June 2025 in Kampala, brought together 15 European and Ugandan participants, VET school leaders, refugee trainers, and support organisations to strengthen collaboration on inclusive vocational education. The workshop aimed to deepen understanding of refugee integration within VET systems, share research insights, observe practical implementations, and coordinate project progress.
Capacity Building for TVET Institutions
Capacity-building activities are implemented to strengthen the skills and competencies of vocational education and training (TVET) institutions. This includes training educators, job shadowing activities in Europe, and the development of knowledge enhancement programmes focusing on inclusive teaching methods and digital tools.
Development and Piloting of Inclusive Curricula
The project supports the design and adaptation of inclusive training curricula tailored to the needs of refugees and vulnerable groups. Educational materials, assessment tools, and a Green Entrepreneurship module are developed and tested through pilot training programmes in Uganda.
Access and Enrollment Support for Refugees
Specific mechanisms are developed to improve access to vocational education, including Recognition of Prior Learning (RPL) systems, career pathways, and job placement support. Outreach activities aim to increase participation and engagement among refugee communities.
Dissemination, Knowledge Sharing and Sustainability
Dissemination activities are carried out throughout the project, including social media campaigns, workshops, webinars, and policy roundtables. Project results are shared through a digital platform to support replication and long-term impact in other contexts.
Results & Outputs:
- Research Reports: Needs assessment and best practice documentation.
- Digital Learning Platform: Hosting TVET courses and instructional materials.
- TVET Trainer Toolkit: Guidelines on inclusive education methods.
- Adapted TVET Curricula & Green Entrepreneurship Module for refugee learners.
- Recognizing Prior Learning (RPL) Frameworks to facilitate certification.
